Heavy rains from Hurricane Arthur flooded streets and basements Friday on the South Coast.

Cars were stranded in deep water on Route 18 and other streets in New Bedford.

Residents of Sylvia Street in the city's North End watched as their street became impassable and water filled their basements.

"It's 2 p.m., and the water's coming up, and I'm calling, and calling, and nobody ever picks up the phone," one homeowner said.

Residents saw water up to 4 feet high in their basements. Their pumps hard at work since the rain started.

"Everything was floating. The heating system went. The hot water system went, the washer-dryer, the freezer," homeowner Bob Furtado said, "everything's gone."

It is the second time this year that the couple's basement has been flooded to the point of ruin.

"The last time was March. I lost my heating system, the freezer, which I've since replaced what? Three or four months ago? And now, there it is again," Furtado said.

Adding to the frustration, the residents have asked the city for help for years. They have not been satisfied with the response.

"Every time it rains, we have the water come in, all over the driveway, and we call and the people say we have to put the pump on," another homeowner said.

"Hopefully, they'll see all the damage that it's doing to some of the houses on the street to their cellars and their property," Debbie Furtado said.

Storm Team 10 said New Bedford had 6.19 inches of rain as of 9 p.m. Friday, and it was still raining.

The National Weather Service issued a flash flood emergency for the New Bedford-Fairhaven area until 11:15 p.m. Friday.
