    A Rhode Island state representative at the center of an NBC 10 I-Team investigation into questionable beach concession contracts is formally the subject of a state ethics commission investigation.

The imprisoned former mayor of Central Falls is back in Rhode Island.

Sources confirmed that Charles Moreau is being held at the ACI in Cranston. He arrived earlier in the week.

Moreau is scheduled to appear for a status conference Thursday morning in U.S. District Court in Providence.

The I-Team has learned the former mayor could be released from his prison term early due to a ruling in a separate case out of the First Circuit Court of Appeals. That case also involves the acceptance of gratuities by a public official.

Moreau is serving a two-year sentence in federal prison in Maryland after pleading guilty to a federal fraud charge.

He accepted home renovations from a businessman friend, who, in turn, got a lucrative city contract for boarding up vacant homes.
