Representative Patricia Serpa announced the college scholarship is available through the Jack Kent Cooke Foundation.
The selected student would receive up to $30,000 a year for four years.
To quality, you must graduate from high school this spring and plan to enroll in an accredited four year college in fall of 2014.
Applicants must have a cumulative, unweighted grade point average of 3.5 or above and score in the top 15 percent on the SAT's.
The foundation will consider applicants with family income up to $95,000.
The application process begins in November.
