Man faces charge in abandoned dogs case

The man accused of leaving three dogs to starve to death in a Providence apartment is expected back in court.

Joseph Miller was arraigned in March on felony charges and the SPCA said he could face prison time if convicted.

On Wednesday he will face misdemeanor charges in that case.

Providence Police and animal control raided his apartment in December and found the dogs dead.

Police then arrested Miller in North Smithfield in March.
