Clerk in Central Falls accused of embezzlement

Another financial blow for down on its luck Central Falls now a city collections clerk is charged in an embezzlement scheme.

State police said it was the city that realized something was amiss. After an audit, the new mayor of Central Falls James Diossa told state police he believed Joyce Tager, of Smithfield, was stealing thousands of dollars from his city.

The audit allegedly shows Tager, a collections clerk, stole more than $13,000.

"It's unfortunate, I don't think anyone wants to tolerate this activity anywhere, but I'm very thankful with my staff who uncovered this," Diossa said.

"You know for a city that's having difficult fiscal times any amount of money is a lot of money - especially thousands of dollars," said Capt. Michael Winquist of the Rhode Island State Police. 

A review of the books showed, from July 1, 2011 to December 31, 2012, there were 13 occasions when cash and checks given to Tager where either submitted late for deposit, or not submitted at all.

"So at some point in time we're alleging that Ms. Tager received that money from the municipal court yet kept the money for herself and destroyed any records associated with that particular receipt of that cash and those checks," Winquist said.

This week, the city called State Police, and their investigation led to Tager's arrest.

"At that time Ms. Tager confessed that she'd actually taken the money that went missing," Winquist said.

Tager's husband also works at the city as director of Parks and Recreation. NBC 10 learned his position was recently reduced from full-time to part-time, but police said there's no evidence he knew of his wife's alleged actions.

As a result of Tager's arrest, the mayor said the city is now reviewing its procedures for depositing checks and cash.

Tager is due back in court on April 9.
