HARWICH, Mass. -- A Cape Cod man received special honors during VE celebrations in France.

Harold Tately of Harwich was the soldier who decoded the telegram, declaring the Germans had surrendered, ending World War II in Europe.

Tately was even able to hold the telegram he decoded that announced Germany's surrender.
